Education Qualification

Key points to note Union Budget 2017-18 !!!
Finance minister Arun Jaitley presented the Union Budget 2017-18 in the Lok Sabha today. Here are the highlights of the Union Budget:
1. India stands out as a bright spot amid world economic gloom.
2. Our focus will be on energising youth to reap benefits of growth and employment.
3. IMF estimates world GDP will grow by 3.4 per cent in 2017.
4. Oil prices, rising dollar and volatile commodity prices seen as risks to Indian economy.
5. India is seen as engine of global growth, have witnessed historic reform in last one year.
6. Demonetisation is a bold and decisive measure, for many decades tax evasion was a way of life for many.
7. Note ban is expected to have only a transient impact on economy.
8. I am reminded of what our father of the nation Mahatma Gandhi said: "A right cause never fails".
9. The pace of remonetisation has picked up.
10. Effects of demonetisation not expected to spill over to next year.
11. Budget preponement to February 1 will give sufficient time to departments to implement government schemes.
12. Our Budget agenda is - transform, energise and clean India - TEC India.
13. Our approach in preparing the Budget is to spend more on rural areas, infrastructure and poverty alleviation with fiscal prudence.
14. Agriculture sector is expected to grow at 4.6%, agriculture expenditure targeted at Rs 10 lakh crore.
15. 36% increase in FDI flow; forex reserves at $361 billion in January, which is enough to cover 12 months needs.
16. Allocation under MNREGA increased to 48,000 crore from Rs 38,500 crore. This is highest ever allocation.

17. Total allocation for rural, agricultural and allied sectors for 2017-18 is Rs 187223 crore, which is 24% higher than last year.

30. Government to set up strategic crude oil reserves in Odisha and Rajasthan.
31. 1.25 crore people have already adopted Bhim App for digital payments.
32. Aadhaar Pay- an app for merchants- to be launched' 20 lakh aadhaar-based POS by September 2017.
33. Government is considering introduction of new law to confiscate assets of offenders who escape the country.
34. Defence expenditure excluding pension at Rs 2.74 lakh crore.
35. Fiscal deficit for 2017-18 pegged at 3.2 percent of GDP.
36. Fiscal deficit target for next three years pegged at 3 percent.
37. India's tax-to GDP ratio is very low. We are largely a tax non compliance society, when too many people evade taxes burden falls on those who are honest.
38. Out of 3.7 crore who filed tax returns in 2015-16, only 24 lakh persons showed income above Rs 10 lakh.
39. Of 76 lakh individuals who reported income of over Rs 5 lakh, 56 lakh are salaried.
40. Small firms with turnover up to Rs 50 crore to pay 25% tax now, instead of 30%.
41. Black money SIT has suggested no cash transaction above Rs 3 lakh. The government has accepted this recommendation.
42. Maximum cash donation any party can receive will be Rs 2000 from one source.
43. Political parties will be entitled to receive donations by cheques or digital modes.
44. An amendment being proposed to RBI Act to enable the issuance of electoral bonds for political funding.
45. Jaitley reduces income tax rate from 10% to 5% for tax slab of Rs 250,000 to Rs 500,000.

Jaitley’s third budget (Union Budget 2016-17) marked a strategic shift by addressing rural distress and also hiking public investment in India’s woeful infrastructure by 22.5%. The government unveiled a fire-fighting budget on Monday that seeks to win back support among rural voters for Prime Minister Narendra Modi’s government and sustain growth against a grim global backdrop – all without borrowing more.
Following are the highlights of the Union Budget for 2016-2017 presented by Union Finance minister Arun Jaitley today.
1. Fiscal deficit target for next year at 3.5 percent of GDP, promising to deal with tax evaders firmly and raising the prices of cigarettes as well as cars.
2. Jaitley targeted a total of $130 billion in credit to farmers.
4. Allocation for rural sector – Rs 87,765 crore.
5. Committed to stable taxation regime. No more retrospective amendments.
6. No Service Tax for houses built under 60 square metres.
7. For first time in history more than 1 lakh crore is allocated to development of roads.
8. Rs. 1,060 crore revenue loss through direct tax proposals, and Rs. 20,670 crore revenue gain through indirect tax proposals. Revenue gain of Rs 19,600 crore in Union Budget 2016 proposals.
9. If you are someone will receive dividends in excess of 10 lakhs, such dividends will now will be taxed in the hands of the individual.
10. Clean energy cess increased from Rs 200/ton to 400/ton on coal, lignite and peat.
11. Government to infuse 250 billion rupees capital into state-run banks in 2016/17; will find resources for additional capital for banks if required.
12. Now you will get the benefit of the new dispute resolution scheme. You get the chance to undo a few things you might have done wrong. In short, you can pay what you owe and you won’t have to pay any penalty if tax is up to Rs 10 lakh.
13. Excise duty on tobacco increased by 10-15 per cent.

15. Government of India will pay contribution of 8.33% for of all new employees enrolling in EPFO for the first three years of their employment. Budget provision of Rs 1000 crore for this scheme.
16. The Union Budget introduced a surcharge rise to 15% for incomes over Rs 1 crore
17. National Pension Scheme: Those who are looking forward to investing in the National Pension Scheme, will now be able to withdraw upto 40% tax free at the time of their retirement.
18. Allocation for skill development – Rs 1804. crore.
19. Total investment in the road sector, including PMGSY allocation, would be Rs 97,000 crore during 2016-17.

Economic Survey 2015-16
On 26th February 2016, Finance minister Arun Jaitley tabled the Macro-Economic Survey 2015-16 in Parliament. The economic survey was prepared by the Chief Economic Advisor Arvind Subramanian.
- In accordance with survey, Indian economy is growing at a pace of 7-7.5% and it is expected to accelerate at 8% in the next couple of years.
- India’s macro-economy is sturdy and it is likely to be the fastest growing major economy in the world in 2016 as it shows an expansion from 7.2% in 2014-15 to 7.6% in current fiscal.

Following are the highlights of the report:
Fiscal Deficit
- 2015 -16 fiscal deficits seen at 3.9% of GDP seems achievable
- 2016 – 17 expected to be challenging from fiscal point of view.
- Credibility and optimality argue for adhering to 3.5% of GDP fiscal deficit target.
Inflation
- CPI inflation seen around 4.5 to 5% in 2016 – 17.
- Confidence in price stability has improved and it is expected that RBI to meet 5% inflation target by March 2017.
- Prospect of lower oil prices over medium term likely to dampen inflationary expectations.
Current account deficit
- 2016 – 17 current account deficit seen around 1-1.5% of GDP.
Currency
- Rupee’s fair value can be achieved through monetary relaxation.
- India needs to prepare itself for a major currency readjustment in Asia.
- Gradual depreciation in rupee can be allowed if capital inflows are weak.
Taxes
- Proposes widening tax net from 5.5% of earning individuals to more than 20%.
- Tax revenue expected to be higher than budgeted levels in FY15 – 16.
- Favours review and phasing out of tax exemptions.
Banking & Corporate Sector
- Estimated capital requirement for banks likely around Rs 1.8 trillion by 2018 – 19.
- Corporate, bank balance sheets remain stretched, affecting prospects for reviving private investments.
- Underlying stressed assets in corporate sector must be sold or rehabilitated.
- Govt could sell off certain non-financial companies to infuse capital in state-run banks.
- Govt proposes to make available 700 bn rupees via budgetary allocations during current, succeeding years in banks.
